Напередодні майбутніх виборів президента України основні західні видання, включаючи Washington Post і New York Times, публікують статтю Associated Press “Українські робітники, втрачаючи надію будинку, прагнуть за кордон”.

“Андрій Литвиненко недавно бився з підтримуваними Росією бунтівниками на сході України. Зараз український військовий ветеран катає візок по складу в Польщі.

“Ми думали на війні поліпшити життя, але нічого не змінилося, – каже Андрій. – Друзі загинули, а все залишилося як було”.

… Що в даній публікації цікаво. За ідеєю, вона покликана висвітлити проблему обезлюжіванія України. З 44 мільйонів українців, пише агентство, близько п’яти мільйонів сьогодні працюють за кордоном, але ж це кожен десятий. Українці активно прагнуть до Західної Європи, але найбільше їх осідає в Польщі, це “складальному цеху Європи”. При цьому серед наймитів, будівельників і вантажників все вище питома вага кваліфікованих кадрів – лікарів, інженерів і так далі, що потенційно може залишити українську державу не тільки без робочих рук, а й без “мізків”.

Однак чисельність жителів України, що фігурує в статті (44 мільйони), – на пару мільйонів перевершує навіть київські офіційні оцінки (42 мільйони). Не кажучи про середньою оцінкою експертів-демографів, танцюючої близько 30 мільйонів жителів (найсміливіші, виходячи з цифр споживання хліба і борошна, оцінюють кількість залишилися українців ще на пару мільйонів нижче).

Також стаття делікатно мовчить про те, що найбільша цифра відбули з України – відбули в “країну-агресор” Росію (за різними оцінками, від двох з половиною до чотирьох мільйонів).

І, нарешті, стаття Associated Press зовсім делікатно мовчить про те, що “виписатися з українців” є практично нездійсненним завданням. Тобто відмовитися від українського громадянства з власної волі не можна взагалі – можна тільки просити про це президента України (або бути позбавленим, так би мовити, за особливі заслуги, або раптово емігіровать в Білорусію, Грузію, Таджикистан або Киргизію – з цими країнами підписані договори про автоматичне зміні громадянства).

Зі зрозумілих причин приблизно 99 відсотків українців, обтрусившись прах батьківщини зі своїх ніг, цими клопітно процедурами не заморочуються. І продовжують здебільшого значитися не тільки громадянами, а й живуть десь в умовній Вінниці за місцем забутою прописки.

Загалом, за фактом катастрофа, про яку пише AP, – це щасливий позавчорашній день України. Реальна ж ситуація не відома нікому – всі знають тільки, що вона гірше.

… А тепер найцікавіше.

Фокус весь в тому, що про решту Східну Європу пишуть приблизно те ж саме.
Про Болгарію: “найшвидше скорочення населення в світі”.

Про Прибалтику і Молдавію: “Латвія втратила чверть населення, Молдавія до кінця століття втратить половину від нинішнього рівня”.

При цьому східноєвропейські країни, які втрачають молодь, самі “висмоктують живих” власне з України.

Перед нами свого роду міждержавний двоповерховий пилосос населення. Західна Європа імпортує працівників з колишнього соцтабору, який перебуває в ЄС. Колишній соцтабору, в свою чергу, – з України і Молдавії. Двом останнім імпортувати працівників нізвідки та й нема чого ( “аграрним республікам”, навіть перебувають у кризі, все одно при сучасному рівні сільгосптехніки на сільськогосподарських роботах не потрібно багато народу).

При цьому є ще один трагікомічний нюанс: багато східноєвропейських республіки, які отримують фінансову підтримку від ЄС, схильні свої демографічні цифри перебільшувати – оскільки субсидії Європи і ряд інших корисних бонусів залежать від чисельності населення. Клінічним прикладом тут може служити та ж Латвія, де останній перепис населення почалася було з обходу по квартирах, а закінчилася зміною методики підрахунку, багатомісячної затримкою публікації результатів і в підсумку – сяк-так натягнула результат до двох мільйонів (в дану цифру в самій республіці вже тоді не повірив ніхто).

Тобто насправді у умовного “санітарного поясу” між Західною Європою і Росією ситуація, ймовірно, куди більш ахова, ніж випливає з як би панічних публікацій західної преси.

З одного боку – нічого особливо трагічного в такій ситуації немає. Як можна вважати доведеним, для функціонування навіть самому невдалому східноєвропейському державі не потрібно ні реального населення, ні реальної економіки. Досить мати більш-менш доглянутий туристичний центр столиці, кілька сотень тисяч чиновників з ріднею, що грають громадянське суспільство, сякий-такий дрібний бізнес, європейські субсидії і американське посольство.

З іншого боку – в перспективі пари десятиліть цей “санітарний пояс” може стати “поясом престарілих”. Оскільки еміграція, помножена на скорочується народжуваність, в результаті дасть цілий ланцюжок республік, населених переважно похилого віку бідняками. В цілому – десятками мільйонів літніх будинків.

Of the 44 million Ukrainians, the agency writes, about five million people are working abroad today, but this is one in ten. Ukrainians are actively striving for Western Europe, but most of them are settled in Poland, this is the “assembly shop of Europe”. At the same time among the hired workers, builders and loaders, the share of qualified personnel – doctors, engineers and so on – is increasing, which may potentially leave the Ukrainian state not only without the hands, but without brains.

However, the number of inhabitants of Ukraine, appearing in the article (44 million) – even a few million even exceeds the official estimates of Kiev (42 million). Not to mention the average estimate of expert demographers, dancing about 30 million inhabitants (the most daring figures on the consumption of bread and flour, estimate the number of remaining Ukrainians for another two million below).

That is, it is impossible to abandon Ukrainian citizenship by their own will – you can only ask the President of Ukraine (or be deprived, so to speak, for special merits, or suddenly emigrate to Belarus, Georgia, Tajikistan or Kyrgyzstan – with these countries signed agreements automatic change of citizenship).

For obvious reasons, about 99 percent of Ukrainians, shaking the dust of their homeland from their legs, do not bother with these troublesome procedures. And they continue to be listed not only by citizens, but also living somewhere in the conditional Vinnitsa in the place of forgotten residence.

In general, the fact of the catastrophe, which AP writes, is a happy day before yesterday. The real situation is not known to anyone – everyone only knows that it is worse.

Before us is a kind of interstate two-story vacuum cleaner of the population. Western Europe imports workers from the former socialist camp that is in the EU. The former socialist camp, in turn, is from Ukraine and Moldavia. The last two to import workers from nowhere and there is nothing (the “agrarian republics”, even in crisis, still at the current level of agricultural machinery in agricultural work does not require a lot of people).

There is another tragicomic point: many Eastern European republics receiving financial support from the EU are inclined to exaggerate their demographic figures – since European subsidies and a number of other useful bonuses depend on population size. Clinical example here can be the same Latvia, where the last census began with a bypass on apartments, and ended with a change in the method of counting, a delayed publication of results for many months, and in the end – somehow tightened the result to two million (for this figure in the republic itself then nobody believed).

That is, in fact, the conditional “sanitary belt” between Western Europe and Russia is likely to be much more awkward than it would seem from the panic publications of the Western press.

On the one hand – nothing particularly tragic in such a situation is not present. As can be proven, the functioning of even the most unsuccessful East European state does not require either a real population or a real economy. It is enough to have a more or less well-maintained tourist center of the capital, several hundred thousand civil servants, civil society, some small businesses, European subsidies and the American embassy.

On the other hand – in the long run, a couple of decades, this “sanitary belt” can become a “belt of the elderly”. As emigration, multiplied by declining birth rates, will eventually give a chain of republics inhabited mainly by the elderly by the poor. In total – tens of millions of summer houses.
